Saalex Consortiums & OTAs

Naval Aviation Systems Consortium (NASC) & Consortium for Command, Control, and Communications in Cyberspace (C5).

Saalex’s membership in multiple Department of Defense OTA consortiums strengthens our ability to rapidly deliver innovative, mission-critical solutions that enhance readiness and support the warfighter. By leveraging streamlined acquisition pathways and collaborative innovation networks across government, industry, and academia, we help customers accelerate the development, testing, and deployment of advanced technologies in areas such as AI, cybersecurity, DevSecOps, systems integration, and data analytics. These consortiums provide faster access to emerging capabilities, reduce acquisition timelines, and speed the transition of new technologies from concept to operational use. The result is greater mission readiness, improved operational effectiveness, and the delivery of mission-ready solutions that help our customers maintain a decisive advantage in an increasingly complex threat environment.

Open National Innovation Exchange (ONIX)

Saalex is positioned to leverage the Open National Innovation Exchange (ONIX) OTA to rapidly deliver its full portfolio of capabilities across Department of Defense and Federal mission requirements. ONIX provides a flexible, streamlined acquisition pathway that can move customers from requirement to award in weeks while supporting services, software, prototypes, products, production-scale solutions, and mission support across any mission area.

Through ONIX authorities, including Commercial Solutions Openings (CSO) and research, prototype, and production OTAs, the Government can directly access solutions including, but not limited to, commercial and emerging technologies, services, software, prototypes, products, production-scale solutions, and mission support capabilities, then rapidly transition them into operational use without traditional acquisition constraints. This flexibility allows Saalex to align its capabilities to any requirement, funding source, security classification level, or operational environment.

Saalex’s capabilities align directly to ONIX’s broad scope and rapid execution model, including software development, DevSecOps, enterprise IT and cloud services, RMF-aligned cybersecurity, data engineering, analytics, AI and automation, systems integration, test execution planning, range instrumentation, performance validation, training, modeling, and wargaming.

By integrating secure IT infrastructure, automated development pipelines, data integration, and system-level coordination, Saalex enables seamless transition from concept to prototype to production under a single acquisition framework. This approach supports rapid response to emerging requirements, efficient execution of funded and unfunded needs, and alignment with Government-directed products, services, and partners.

Consortium for Command, Control, and Communication in Cyberspace (C5)

Saalex is proud to join the Consortium for Command, Control, and Communications in Cyberspace (C5), strengthening our ability to contribute to the rapid development and delivery of advanced cyber, software, and data-driven capabilities for Department of Defense customers.

Through C5’s OTA framework, the Government enables rapid acquisition and deployment of innovative solutions across cyber, communications, and enterprise IT environments.

As a consortium member, Saalex brings proven C5 relevant expertise in software modernization, DevSecOps pipelines, enterprise IT services, and RMF-aligned cybersecurity, supported by data engineering, cloud migration, and system administration capabilities. Combined with AI-driven automation and business intelligence, these capabilities enable resilient and scalable architectures that support mission-critical communications and data operations.

Saalex implements secure, cloud-enabled architectures and automate data flows using AI and analytics to improve decision velocity, strengthen cybersecurity posture, and support scalable communications infrastructure across distributed operational environments.

Maritime Sustainment Technology and Innovation Consortium (MSTIC)

Saalex is proud to join the Maritime Sustainment Technology and Innovation Consortium (MSTIC), strengthening our ability to contribute to the development and deployment of innovative sustainment solutions for the U.S. Navy.

Through MSTIC’s OTA framework, the Government accelerates technologies that improve lifecycle performance, logistics, and system readiness.

As a consortium member, Saalex’s capabilities align to MSTIC’s sustainment mission by integrating software engineering, data engineering, and AI-driven analytics with lifecycle support activities. Saalex’s experience with data transformation, predictive modeling, and system performance analysis enables condition-based maintenance and improved sustainment decision-making. These capabilities are further supported by systems integration and IT infrastructure services that enable real-time data availability across platforms.

Through LETHALITY’s Other Transaction Authority (OTA) framework, the Government accelerates the development and transition of technologies that enhance operational effectiveness by fostering collaboration across industry, academia, and government partners.

As a consortium member, Saalex brings AI-enabled analytics, business intelligence, data engineering, DevSecOps software development, cloud-enabled IT services, and RMF-aligned cybersecurity to create secure, scalable environments for processing and analyzing operational data.

Through DIBC’s Other Transaction Authority (OTA) framework, the Government accelerates research, prototyping, and commercialization of solutions that address industrial base gaps, expand supply chain capacity, and move innovative technologies into operational use.

As a consortium member, Saalex brings software development, DevSecOps, enterprise IT, data engineering, ETL pipelines, analytics, test execution planning, instrumentation, and data lifecycle management capabilities. These capabilities enable rapid development and deployment of scalable platforms, support integration across suppliers, developers, and program stakeholders, and provide visibility into system performance, dependencies, and operational conditions across distributed environments.

Saalex integrates these capabilities through secure, scalable IT environments that connect development, test, and operational systems, enabling coordinated execution, transparent data exchange, and improved validation before operational integration. Saalex is proud to join the Expeditionary Missions Consortium – Crane (EMC²), strengthening our ability to support the rapid development, testing, and integration of technologies that enhance expeditionary warfare capabilities for Naval Surface Warfare Center, Crane Division and Department of Defense customers.

Through EMC²’s Other Transaction Authority framework, the Government accelerates basic, applied, and advanced research and prototype development across mission technology areas, including integrated software, C3I and cyber, sensor technologies, and system integration to address current and emerging operational needs.

As a consortium member, Saalex brings software development, DevSecOps, enterprise IT, and RMF-aligned cybersecurity capabilities that enable secure, rapid development, testing, and deployment of mission applications across distributed and contested environments. Our data engineering, analytics, and AI-driven automation support data ingestion and processing from sensors, communications systems, and mission platforms to improve situational awareness and decision-making.

Saalex also provides test execution planning, range instrumentation, data lifecycle management, systems integration, training, modeling, simulation, and wargaming capabilities to support validation, performance assessment, mission system integration, operational readiness, and continuous improvement of complex system-of-systems.

Through IWRP’s OTA framework, the Government accelerates development and prototyping of technologies that enable secure, data-driven information environments.

As a consortium member, Saalex’s capabilities align directly to IWRP’s focus on data, cyber, and decision dominance. Saalex delivers cloud-enabled IT services, DevSecOps software development, and RMF-aligned cybersecurity, combined with data engineering, business intelligence, and advanced analytics. These capabilities support the collection, processing, and operationalization of data across distributed environments, enabling more effective situational awareness and decision-making.

Through NSTIC’s OTA framework, the Government accelerates innovation across a broad range of naval surface warfare capabilities.

As a consortium member, Saalex’s capabilities align to NSTIC’s emphasis on end-to-end system development and evaluation. Saalex combines software engineering, DevSecOps, and systems integration with data lifecycle management, modeling, and analytics to support complex system validation. Our experience in test execution planning and data management enables more efficient test and evaluation processes and improved insight into system performance across development stages.

Saalex will leverage advanced analytics, modeling, and data lifecycle processes to improve test efficiency, enable rapid feedback loops, and accelerate the transition of technologies from development into operational naval systems.

Cornerstone Consortium

Saalex is proud to join the Cornerstone Consortium, strengthening our ability to accelerate the development, qualification, and integration of manufacturing capabilities that increase capacity, improve coordination, and enhance resiliency across the U.S. defense industrial base and supply chains.

Through Cornerstone’s Other Transaction Authority framework, the Government advances research, development, prototyping, demonstration, and qualification of technologies that address industrial base gaps and enable integration across diverse manufacturing sectors.

Saalex brings software engineering, DevSecOps, enterprise IT, data engineering, ETL pipelines, advanced analytics, test execution planning, instrumentation, and data lifecycle management capabilities to support the digitization and integration of engineering, production, test, and supply chain environments.

These capabilities enable secure, scalable platforms that connect production systems, suppliers, and program stakeholders; provide visibility into performance, throughput, and supply chain dependencies; identify bottlenecks and constraints; and support demonstration and qualification of systems and components before integration into the industrial base.

Saalex received Defense Contractor Management Agency (DCMA) approval for its purchasing system as of August 2023. Saalex’s purchasing system is approved in accordance with DFARS 252.244-7001.

DCAA Approved Accounting System

Saalex has a DCAA-approved Accounting System in accordance to DFARS 252.242-7006, which defines a “Contractor’s system or systems for accounting methods, procedures, and controls established to gather, record, classify, analyze, summarize, interpret, and present accurate and timely financial data for reporting in compliance with applicable laws, regulations, and management decisions.” This may include subsystems for specific areas such as billing and labor.
